The arcuate foramen is an anatomic variant that is thought to arise from the ossification of the posterior atlanto-occipital membrane.

Vertebral artery segment could be entrapped in the foramen and cause vertebrobasilar ischaemia which could lead to vertigo, headache, or neck pain.
